Creating users in Azure AD with Azure Portal
- Navigate to the Azure portal by opening https://portal.azure.com
- In the left menu, select Azure Active Directory.

- In the Overview blade of Azure AD, in the left menu, select Users | All users. Select + New user from the top menu, as follows:

- We are going to create three users. Add the following values, which are shown in the following screenshot:
- Username: Enter Username
- Name: Enter Name
- Create

- You can assign permission to user by clicking on that user

- Then go to directory role and click Add assignment

- Search for Global Administrator role, select the role and click on Add
